Già nel corso della seconda “annual letter”, redatta in qualità di co-presidente della organizzazione filantropica “Bill and Melinda Gates Foundation”, Bill Gates aveva chiaramente accusato Silvio Berlusconi di fare troppo poco per i paesi poveri:
